Committee Charge Saint Paul Public Schools Saint Paul, Minnesota Budget and Finance Advisory Committee CHARGES TO THE COMMITTEE The Budget and Finance Advisory Committee (BFAC) should be an advisory committee which focuses its work on strategic school district issues with budgetary impact as directed by the Board. The BFAC shall work in an advisory capacity and shall report directly to the Board of Education for the Board's action on its recommendation. The BFAC shall be informed about the proposed next year budgets and have the opportunity to discuss with the Board and Administration. The BFAC shall adhere to all existing Board policies. The BFAC may suggest changes to the Board of Education’s policy and shall clearly indicate when they do. GENERAL GUIDELINES During the period of time from the appointment of the committee until a date specified by the Board, the committee shall review the designated topic and advise the Board on an ongoing basis by written report or formal presentation. The BFAC shall review its mission and agenda prior to the end of the fiscal year and make a recommendation concerning implementation of a Budget and Finance Advisory Committee for the following school year. MEMBERSHIP The Board Members' nominees shall be nominated by the Board beginning with the second meeting in September. The BFAC will consist of up to 17 members as follows: 1) one individual chosen by each Board member and appointed for a two year term; 2) up to ten members shall be appointed for a one year term and shall be chosen among: a) those persons requesting to become members; b) those persons nominated by district committees such as district Technology, Community Education, Long Range Space Planning committees; the Special Education Council; the Citywide Student Council and the Chamber of Commerce as well as recommendations from current CBFAC members. The overall selection and election process of the committee shall attempt to achieve a membership that is representative of the District in terms of gender, race and geography, as well as interest and expertise in the designated topic for the year. A BFAC member who has more than three unexcused absences, as defined in BFAC Bylaws, shall lose their voting privileges and shall not have their name included on the report to the Board. The chairperson of the BFAC shall have the responsibility of authorizing absences and shall notify any member with two unexcused absences about the consequences of three unexcused absences. No member may serve more than four consecutive years on BFAC. If positions remain open at the time of the appointment of the entire committee, this rule may be waived. MEETINGS The BFAC will have an organizational meeting to review its assignment and elect a chair, vice chair and a recording secretary. Revised 9/3/03 Revised 9/3/03 The BFAC will meet as many times as necessary during October through May in order to complete a report to the Board on the designated topic. The Board of Education shall direct the Committee of the Board to hold joint meetings with the Budget and Finance Advisory Committee as necessary to review the findings related to the annual topic. The times and locations of these sessions will be developed jointly by the chairs of both the committees in consultation with the Administration. When the BFAC meets at a time or place other than the scheduled Committee of the Board meetings, the committee shall: 1) Be open to the public. 2) Provide opportunities for community members and delegations to be heard. 3) Have the chair set the agenda for BFAC meetings in accordance with the duties and responsibilities outlined above and after consultation with BFAC members and the Superintendent or a designee. All procedural questions concerning this joint Board of Education and BFAC Committee will be decided by the St. Paul Board of Education in consultation with the chair and vice chair of the BFAC and Administration. COMPENSATION Members shall serve without compensation. |
